Procedure to be followed:

Under the terms of Assembly Rule 11.1, any Member of the Union may request the inclusion of an emergency item in the Assembly agenda. Such a request must be accompanied by a brief explanatory memorandum and a draft resolution which clearly define the scope of the subject covered by the request. The Secretariat shall communicate the request and any such documents immediately to all Members.

Furthermore, Assembly Rule 11.2 stipulates that:

(a) A request for the inclusion of an emergency item must relate to a major event of international concern on which it appears necessary for the IPU to express its opinion. Such a request must receive a two-thirds majority of the votes cast in order to be accepted;

(b) The Assembly may place only one emergency item on its agenda. Should several requests obtain the requisite majority, the one having received the largest number of positive votes shall be accepted;

(c) The authors of two or more requests for the inclusion of an emergency item may combine their proposals to present a joint one, provided that each of the original proposals relates to the same subject;

(d) The subject of a proposal that has been withdrawn by its authors or rejected by the Assembly cannot be included in the draft resolution submitted on the emergency item, unless it is clearly referred to in the request and title of the subject adopted by the Assembly.

The provisional calendar for the preparation of the draft resolution for the Standing Committee on Democracy and Human Rights is as follows:

1 July 2017 Deadline for the rapporteurs to submit the draft resolution and explanatory memorandum to the IPU Secretariat
30 September 2017 Deadline for Member parliaments to submit proposals for amendments to the draft resolution
14-17 October 2017

Committee debates, amends and adopts the draft resolution; Co-Rapporteurs present the draft resolution and provide advice during the drafting process

18 October 2017 137th IPU Assembly formally adopts the resolutions

All Members can contribute to the drafting of resolutions by submitting a brief written input (Article 13.1 of the Rules of the Standing Committees). The deadline for written input to the Standing Committee on Democracy and Human Rights has passed (30 April 2017). Members are encouraged to submit input for the draft resolutions to be adopted by the Standing Committee on Peace and International Security on Sustaining peace as a vehicle for achieving sustainable development, and by the Standing Committee on Sustainable Development, Finance and Trade at the 138th IPU Assembly (March 2018), on Engaging the private sector in implementing the SDGs, especially on renewable energy. Written input to these draft resolutions is welcome no later than 29 September 2017.

In accordance with the Rules of the Standing Committees, proposals for subject items to be taken up by Standing Committees should be submitted up to one day prior to the meeting of the respective Standing Committee Bureau.  As such, Members wishing to do so should submit to the IPU Secretariat by 15 October 2017 at the latest their proposals for subject items to be taken up by the Standing Committee on Democracy and Human Rights.

Those proposals will serve as the basis for consultations by the respective Standing Committee Bureaux before a final decision is taken by the Standing Committee. When considering the proposals for subject items to be discussed at future Assemblies, the Bureau may recommend one of the proposals, combine two or more of them dealing with the same subject or related subjects into a single item, put forward another subject item or decide to submit more than one proposal to the Standing Committee.
