APPOINTMENT AND TERM OF OFFICE
Title Chairperson of the Council of the Federation
Term - duration of the term is not defined by current Russian Federation legislation
- the normal expiry date is the beginning of work of the newly elected Council of the Federation
- reasons for interruption of the term: resignation, loss of Russian citizenship, demand of removal by a committee or a commission, court decision, death, dissolution of the Parliament
Appointment - elected by the Deputies of the Council of the Federation
- after Members' mandates are validated by the Mandate Committe

Eligibility - any Deputy may be candidate
Voting system - formal vote by secret ballot
- vote is conducted in one or two rounds, with the possibility of repeating the procedure
- majority (more than half of the total number of Deputies) is required in the first round, if none of the candidates obtains it, a second round of voting is held between the 2 candidatures receiving the highest number of vote
- new candidatures may be proposed, and certain candidatures must be withdrawn in light of the results of the previous vote
Procedures / results - the oldest Member presides over the Council during the voting
- the Committee of tellers announces the results without any delay
- the results can be challenged, but only if mistakes are detected in the procedure and technique of voting, a new vote may be held if the Chamber so decides
STATUS
Status - represents the Council with the public authorities
- represents the Council in international bodies
- in the absence of the Chairman, one of the 3 Deputy Chairmen can assume his/her role and functions

FUNCTIONS
Organization of parliamentary business - convenes only special sessions
- establishes only the draft agenda
- may only set the total time for discussion of an agenda item, for questions and answers
- refers texts to a committee for study
Chairing of public sittings - can open, adjourn and close sittings
- ensures respect for provisions of the Constitution and Standing Orders
- takes disciplinary measures in the event of disturbance, and lifts such measures
- establishes the list of speakers, gives and withdraws permission to speak
- puts all proposals from Deputies to a vote in the order in which they are received, organizes ballots and counting of votes, and announces the results of ballots
- authenticates the adopted texts and the records of debates
Special powers - appoints and dismisses the Chief of Staff of the Council of the Federation, issues orders for the appointment and dismissal of officials, in accordance with the Regulations of the Council of the Federation
Speaking and voting rights, other functions - takes the floor in legislative debates, but in leaving his/her chair
- takes part in voting
- proposes bills or amendment
- issues orders to send Council of the Federation decisions approving a law adopted by the State Duma and the text of the law to the President of the Russian Federation for signature and promulgation
