Purpose of elections |
The 2013 elections did not produce a clear winner. The main opposition, the Czech Social Democratic Party (CSSD) remained the largest force, taking 50 of the 200 seats in the Chamber of Deputies. ANO 2011 (meaning "Yes 2011") came in second with 47 seats, followed by the Communist Party of Bohemia and Moravia (KSCM) with 33 seats. The parties in the outgoing coalition government that was formed in 2010 the Civic Democratic Party (ODS) and the Tradition Responsibility Prosperity 09 (TOP 09) - took only 16 and 26 seats respectively. Two other parties, Usvit (Dawn of Direct Democracy) and the Christian Democratic Union - Czechoslovak People's Party (KDU - CSL), took 14 seats each.
During the election campaign, the CSSD led by Mr. Bohuslav Sobotka, ruled out a coalition government with the KSCM and stated that it would form a minority government with tacit support from the KSCM. ANO 2011, a new party formed in 2011 by Slovak-born billionaire, Mr. Andrej Babis, campaigned against corruption and stated it would not support a CSSD-led government. The KSCM, led by Mr. Vojtech Filip, promised to retain the welfare state and abandon the pension reform adopted by the ODS-led government. The ODS, now led by Mr. Martin Kuba, argued that if the party lost, there would be "absolute control of the country" by the leftist forces led by President Milos Zeman. TOP 09, a pro-European party led by Mr. Karel Schwarzenberg, focused on social issues and supported the ratification of the European Budgetary Pact.
The early elections in 2013 followed the collapse of the coalition government led by Prime Minister Petr Necas (ODS) in June after he lost a vote of confidence over alleged corruption scandals and abuse of power. In July, President Zeman appointed his close ally, Mr. Jiri Rusnok as the new Prime Minister. However, the latter also lost a vote of confidence in August. The Chamber of Deputies subsequently voted to dissolve itself in view of early elections. |
