BACKGROUND

Purpose of elections The "European Montenegro" Coalition came in first, taking 39 of 81 seats at stake. It included the two major parties in the outgoing government: the Democratic Party of Socialists (DPS, led by Mr. Milo Djukanovic) and the Social Democratic Party (SDP, led by Speaker Ranko Krivokapic). The newly-formed Democratic Front (DF) came in second with 20 seats. The Socialist People's Party, a pro-Serb party, took nine seats.

During the campaign DPS leader Djukanovic underscored that his coalition was "the only protector of the State interests". He accused the DF of "serving Serbia". The DF criticized the DPS for campaigning to divide the nation in an attempt to avoid the "real problems", citing unemployment and alleged corruption.

Following the elections, the DPS and the SDP formed a new coalition government with the support of members representing the Albanian and Croatian communities, thereby controlling 45 seats in all. On 4 December, Parliament elected Mr. Djukanovic as Prime Minister.
