Mandate The Committee has to prepare legislative proposals on human rights, national minorities, inter-ethnic relations, citizenship, migration processes, deported nations and victims of political repressions; supervise compliance with, and implementation of, the Constitution of Ukraine and other national laws and by-laws, compliance of by-laws with the Constitution and laws of Ukraine and international norms and standards; analyse the advisability and efficiency of activities of the Government, other bodies of the State and their officials in respect of the issues which lie within the Committee's competence; consider and examine individual complaints on the cases of violation of human rights, on the basis of which it may call upon Government bodies and officials at all levels to ensure that protection of such rights; and analyse letters and appeals from citizens and take their proposals into consideration in its legislative work.
Membership Formed on 4 December 2007; comprises of 10 MPs (on voluntary basis).
Working methods The agenda items of the Committee are selected in compliance with the schedule of its activities for the current session of Parliament, which in turn is determined on the basis of the Parliament's schedule. The proceedings of the Committee are open and transparent, except when the Committee rules otherwise. It has the power to organise on-site inquiries, and to summon government officials, scientific consultants and experts, specialists and other persons, whose presence at the Committee sitting is deemed necessary. Decisions are taken by a majority of votes of the members present. Work on the follow-up of the Committee decisions is organised by its Chair, who reports to the Committee. Information on its activities is published in parliamentary periodicals such "Voice of Ukraine", "Parliamentary News" and others.
Relations with other parliamentary bodies Issues which lie within the competence of several committees, are considered jointly at the initiative of the lead Committee and on the instruction of the parliamentary leadership. Its relationship with other parliamentary bodies and information sharing is co-ordinated by the Chief Organizational Directorate of the Parliamentary Secretariat.
Relations with external bodies The Committee may directly address the government, the Ombudsman and NGOs regarding issues which lie within its competence.
Subjects dealt with Preparation of legislative proposals; legislative regulation aimed at securing constitutional rights and freedoms of citizens; legal issues of ethnic policy in Ukraine; protection of rights of national minorities and satisfaction of their cultural and educational needs; legal regulation of the return to Ukraine and the accommodation of the Crimean Tatars and other ethnic communities, which were deported by the Soviet regime; the issue of refugees and the legal regulation of migration processes.
