Mandate The Commissioner is responsible for supervising Parliament's compliance with constitutional standards in the sphere of citizens' rights and freedoms; monitoring the respect of human rights in Ukraine; contributing to the preparation of reports on behalf of Ukraine to United Nations bodies; and preparing appeals to the Constitutional Court of Ukraine.
The field of competence of the Commissioner includes efforts to ensure respect of the human rights and freedoms of Ukrainian citizens, notwithstanding their whereabouts, or of aliens or stateless persons on Ukrainian territory, by State authorities, local governments and their officials.
Membership The Commissioner is elected by a majority of votes in Parliament by secret ballot for a five-year term.
Working methods The Commissioner receives appeals from citizens of Ukraine, aliens and stateless persons or their representatives and MPs. The Commissioner may also open proceedings on her own. The work of the Commissioner is confidential.
The Commissioner has the power to organise on-site inquiries, and to summon government officials, Ukrainian citizens, aliens and stateless persons, to receive oral or written reports on the cases under consideration. On the basis of an examination of each case, the Commissioner submits an opinion to State authorities and local governments in order to eliminate violations of human rights and freedoms.
In compliance with the law, the Commissioner prepares annual reports in respect of human rights and freedoms, which are presented to the Parliament.
Relations with other parliamentary bodies The Commissioner cooperates closely with parliamentary committees and attends their sittings; she also cooperates actively with the Auditing Chamber of Ukraine.
Relations with external bodies The Commissioner attends the meetings of the Cabinet of the Ukraine, submits appeals to the Prime Minister and ministers; organises joint events (monitoring missions, press conferences, seminars, and round tables) with NGOs; and regularly exchanges information with NGOs and considers their appeals.
Subjects dealt with Prevention of torture in the Ukraine; protection of property rights, such as citizen's savings, lost during the dissolution of the Soviet Union; prevention of trafficking of people; promoting judicial reform; promoting freedom of speech; protecting the rights of refugees and migrants.
