Mandate The Standing Committee of Inquiry for the Protection of Citizens' Rights and Freedoms is the only body in the Assembly of Republic of Macedonia that deals with questions concerning the protection and promotion of human rights in Macedonia. The committee can also review the complains of citizens on breaking human rights, review the laws and international agreements, take certain positions about them but it can not take any judicial or inquirers positions.

The Committee (a) considers fundamental questions, proposals and opinions regarding the implementation of the provisions of the Constitution pertaining to fundamental human rights and fundamental freedoms, (b) considers initiatives and proposals for the adoption of laws and other legal provisions for the protection of human rights and fundamental freedoms, (c) identifies the need to adopt laws and other provisions for better protection of human rights and freedoms, (d) examines and analyses implementation of ratified international conventions regarding the protection of human rights and freedoms.

The Committee may not inquire into judicial matters. It may however examine individual complaints lodged by citizens regarding the work of public office holders. Its findings are the basis for determining their responsibilities and possible prosecution.
Membership The Standing Committee is composed of Chairperson, eight members and their deputies.
Working methods The Committee, like the other standing working bodies, performs its tasks at sessions convened by its Chairperson. It may set up working groups to examine human rights related questions and occurrences. It submits a report with proposals on measures concerning the question addressed. The Committee's Chairperson is authorised to invite to its sessions public officials, experts and other competent persons, who may participate in the Committee's work but not in its decision-making process. The Committee submits to the Assembly opinions and proposals for adopting laws and other legal provisions to redress specific situations and bring practice into conformity both with the Constitution and with the internationally accepted law.
Relations with other parliamentary bodies The Committee co-operates with other standing working bodies of the Assembly and may hold joint sessions with them.
Relations with external bodies The sessions of the Committee are organized as hearings, with an active participation of the NGO sector in Macedonia, the concerned state organs from the executive power, international institutions and embassies. The Committee also has close collaboration with the ombudsman.
Subjects dealt with The Committee is currently working on the following: analysis of the government decision to annul the competition for State-subsidised apartments; preparation of information on possible violations of citizens' rights and freedoms; follow-up of the case of internally displaced persons, including visits to the facilities temporarily hosting the displaced, with a view to improving their living conditions; and the wire-tapping affair in terms of determining possible human rights violations.

In the spirit of protecting and promoting human rights in Macedonia, The Standing Committee for the Protection of Citizens' Rights and Freedoms, lately has dealt with these topics: Protection and promotion of Romany human rights in Macedonia (right to education, social security, medical insurance); Reviews the conditions of the penitentiary, and the treatment of detainee in them; Reviews the reports of the Macedonian Helsinki Committee for protection of human rights; Gives recommendations on the ratification of international agreements; Gives recommendations on passing new laws for protection of human rights and a special accent is put on reviewing the reports of the European Commission, the part regarding human rights.
