The Committee considers matters of foreign policy and international relations which Parliament debates and decides upon, and prepares draft regulations that fall within Parliament's authority in matters pertaining to this field.
The Committee cooperates with the corresponding parliamentary committees of other countries.
The Committee advises the President of the Republic on the appointment and dismissal of chiefs of Republic of Croatia diplomatic missions abroad.
The Committee considers reports of permanent or ad hoc parliamentary delegations to inter-parliamentary institutions in cooperation with the Inter-Parliamentary Cooperation Committee.
The Committee considers international treaties that are to be ratified by Parliament and submit its proposals and views to Parliament.
The Committee cooperates with bodies in the Republic that operate in the field of foreign policy and international relations.
The Committee enjoys the rights and duties of a competent working body in procedures to enact legislation on the ratification of international treaties (including multilateral and bilateral agreements).

| Membership |
The Committee is composed of 13 members, included a Chairperson and a Vice-Chairperson.
Parliament elects and recalls chairpersons, vice-chairpersons and members of working bodies from among the ranks of parliamentary deputies, unless specified otherwise by the Standing Orders.
The election, appointment and dismissal of chairpersons, vice-chairpersons and members of parliamentary working bodies are based on the proposal of the Elections, Appointments and Administration Committee or at the proposal of not less than 15 deputies
As a rule, the composition of the Committee corresponds to the party composition of Parliament.
The term of office of the chairpersons, deputy chairpersons and members of the FPC commences from the date of their election until the date of cessation or suspension of their term of office, or until the date of their dismissal from the duties to which they are elected.

Items selected and placed on the agenda of the Committee meetings depend on the political situation (current political issues) or are items to be discussed during the current plenary session. |
| Relations with other parliamentary bodies |
The Committee cooperates with other parliamentary working bodies on issues of common interests/competencies; they may hold joint sessions and submit joint reports thereupon to Parliament. |
| Relations with external bodies |
Sessions of parliamentary working bodies must be attended by a member of the Government, a deputy or assistant minister of state when such sessions are held to consider Government proposals or positions, or by directors of state administrative bodies when such sessions are held to consider matters that fall within their competence.
The Chairperson of the Committee is bound to inform representatives of the government bodies of the place and time of the session.
The representative of the Government or state body is entitled to participate in discussion and debate at the session.
The Committee may decide to conduct hearings on individual proposals without the presence of Government officials and may subsequently inform the Government and Parliament thereof.
The Committee may hold hearings on the petitions and proposals submitted to Parliament by citizens and civil society associations. If a petition or proposal for the enactment of legislation or other regulations is submitted by citizens to Parliament, the Speaker of Parliament will direct it to the Chairperson of the Committee which is obliged to notify the sponsor of the petition or proposal of the outcome within a period not exceeding three months.
The Committee may involve scientific and other organizations and individual experts in the preparation of legislation or the consideration of individual matters within their competence if the necessary finances are secured.
So far, the members of the Croatian Parliament have not participated in the WTO ministerial conferences as part of official national delegation.
