Mandate |
The Working Group is responsible for following WTO negotiations. This entails hearings to obtain testimony from experts, economic actors, political figures (ministers), travel, in particular to attend Ministerial Conferences, consideration of negotiation results, the adoption of reports, and external communications and press releases. |
Membership |
The Working Group is composed of 19 members representing political groups in the Senate on a proportional basis and appointed for the duration of the parliamentary term. |
Working methods |
Topics for consideration are selected on the initiative of the Chairman and Working Group members. The Working Group has the power to hold hearings, generally conducted jointly with the Committee on Economic Affairs and the Delegation to the European Union, to obtain testimony from ministers.
The Working Group meets in closed session, adopts decisions by consensus and publishes reports on its activities. The Group's main sources of information on international trade matters are hearings and its permanent delegates to WTO and the European Commission.

Relations with other parliamentary bodies |
The Working Group's reports are adopted and cleared for publication by the CAEP and DUE. The Group's Chairman also intervenes regularly in various committees and delegations. Joint hearings are held with the relevant Minister, Permanent Delegate and the European Commissioner. |
Relations with external bodies |
The Working Group takes part in ministerial meetings and receives information documents from the ministries. It holds hearings to obtain testimony from members of government and civil society actors but also organizes more informal meetings, such as working breakfasts.
Two or three members of the Group are delegated to participate in official delegations to the major intergovernmental negotiation conferences.

Subjects recently dealt with include the Geneva agreement of 1 August 2004, negotiations on agriculture, Chinese textiles, and Airbus/Boeing. |
