Membership |
The Committee is composed of 45 members.
Members of the House of Representatives are proposed for Committee membership by each political party in proportion to its numerical strength, and are appointed by the Speaker.
The term of office is four years or until dissolution.

Working methods |
Usually the Committee Chair, after consultation with the Committee's bureau, determines the agenda for consideration and examination, and other matters.
In principle, Committee meetings are open to the public.
The Committee may dispatch its members for purposes of consideration or investigation, hold open hearings, and request government officials and other individuals to speak at Committee meetings.
When the Committee wants to send its members out for consideration or investigation, approval must be obtained from the Speaker.
Approval for holding open hearings must be obtained from the Speaker. It is then announced to the public through the Official Gazette.
The Committee may decide to ask government officials to come and speak at its meetings for the purpose of obtaining information. The Committee is authorized through the Speaker to request the presence of a State minister or ministers. When it wants to call on government officials to appear before the Committee, it customarily submits a request to the Speaker for summoning them as sworn witnesses to its meeting. The Speaker then demands in writing the presence of sworn witnesses of the Committee.
The minutes of the Committee are public.
