Mandate |
It specialises in review of complaints and reports related to the violation of human rights. Its legislation allows any expatriate to reach the committee and present his complaint or appeal against any official body.
The established law defines the authorities of the committee and its activities which are embodied in the receiving of the citizens and expatriates' complaints, the amendments of the legislation or the suggestions of new ones, the participation in the international conferences and the visit to the detentions centres and prisons. The committee is entitled to discuss any issue related to the status of human rights. As a current example, it is engaged now in studying the status of the expatriate workers through an investigation sub-committee.

Membership |
As in all other committees, the membership is by election at the beginning of every new session among the fifty members of the assembly. The five elected members elect among them the head of the committee and the rapporteur.

Working methods |
The Committee controls the practices of the governmental instruments and issues certain parliamentary proposals for amendments of some legislation such as proposals of law to prevent human trade. The committee presents its annual report to the government on the status of the human rights in the state of Kuwait. The report includes recommendations concerning several sectors and institutions required to accord their activities and legislations to conform with the state's commitments to the international conventions signed. |
Relations with other parliamentary bodies |
The Committee on Human Rights is independent with a unique agenda. Sometimes its agenda may interlope with issues of humanitarian nature included in other committee's agenda, thus those are referred to the Committee on Human Rights in order to be discussed from a humanitarian point of view. |
Relations with external bodies |
The Committee on Human Rights participates in most activities arranged by different organisations active in the human rights field. It, also, receives invitations from other parliaments or from the Inter-Parliamentary Union to participate to similar activities related to human rights. |
Subjects dealt with |
Currently, the most significant issue of interest to the committee is the humanitarian status of the expatriate workers. According to a parliamentary resolution, a sub-committee was formed in September 2008 to investigate the issue. Until present, the sub-committee issued two reports concerning the matter and it is preparing the final report. The Committee, on a regular basis, visits the prisons and detention centres to investigate the status of the prisons and the conditions of the detention from the humanitarian aspect. |
