Mandate Study of legislative drafts and proposals concerning human rights. The Committee had thus examined during this legislative period the following draft legislation subsequently adopted by Parliament: family code, bill concerning nationality law, bill concerning the abolition of the Special Court of Justice, draft law N° 03.03 on anti-terrorism measures, draft law N° 09.08 on the protection of individuals with respect to the processing of personal data, draft legislation concerning the prohibition of advertising and propaganda in favour of tobacco in public places and the banning of tobacco sales to minors. The issues dealt with are: the human rights situation and the reform of justice in Morocco. The on-site inquiries concern the situation in prisons, the situation in family courts, the situation in police stations, and the circumstances of application of the Family Code.
Membership The Committee consists of 60 elected members. The Bureau comprises the Chairperson, four Vice-Chairpersons and two Secretaries. It includes a representative of each parliamentary group and exercises its prerogatives under the supervision of the Bureau of the House of Representatives. The other members of the Committee (53 deputies) represent all parliamentary groups. The Chairperson of the Committee is elected by secret ballot for a term of one year from the opening of the first sitting of each legislative year, while the other members of the Committee serve on it for the term of the House, which is five years. It is to be noted that deputies can change Committees, either on their own initiative or by decision of their parliamentary group. Deputies who are not members of the Committee may nevertheless attend its deliberations without the right to vote.
Working methods The items are selected by the Chairperson and the members of the Bureau of the Committee. The Bureau is fully empowered to programme the work of the Committee and that of its subcommittees, to direct their discussions, to fix the dates and number of meetings, and to supervise the preparation of the reports submitted in public meeting on the Committee's behalf. The deliberations are organized through the holding of meetings. The meetings of the Committee are confidential. The draft legislation and legislative proposals are voted by the Committee. With regard to the on-site inquiries, the Committee draws up a report which is then transmitted to the President of the House of Representatives.
Relations with other parliamentary bodies The Committee maintains relations with the other standing committees, particularly the Justice Committee of the House of Councillors. The two Committees organized a one-day seminar on 15 December 2008 on the role of parliament in promoting and protecting human rights, on the occasion of the 60th anniversary of the Universal Declaration of Human Rights. The Committee also maintains relations with the parliamentary groups, which often invite the Committee members to take part in seminars and conferences concerning human rights. The Committee further has relations with the Women Parliamentarians' Forum consisting of former and new women parliamentarians.
Relations with external bodies - the Government, which invites the Committee to take part in conferences on human rights, - the Mediator (wali diwan al madhalim in Morocco), - the Human Rights Consultative Council (CCDH), which invited the Committee to take part in a meeting on the rights of the child on 20 January 2009, - human rights organizations, notably OMDH (Moroccan Human Rights Organization) and AMDH (Moroccan Human Rights Association), - the Moroccan Coalition for the International Criminal Court; it organized a one-day seminar on ICC, - the commission following up the Euro-African Non-Governmental Conference; the Committee took part in the one-day seminar on asylum and immigration in Morocco in June 2008.
