Mandate |
The Committee considers draft legislation pertaining to human rights and the rights of national minorities; contacts representatives of international organisations involved in the protection of human and minority rights; receives and considers requests and complaints filed by citizens in relation to the exercise of their rights. |
Membership |
The Committee has a Chair, a Deputy Chair and 13 members chosen from among the ranks of parliamentary deputies, while an additional 6 members are appointed as follows: two from among the ranks of representatives of religious communities (one representative of the Roman Catholic Church and one representative of other religious communities), two representatives of human rights protection associations and two representatives of interest groups dealing with women's and youth issues. The Committee has seven deputies elected from among the ranks of national minorities, while the remaining members are from political parties or are independent deputies. All are elected on the basis of electoral legislation for a period of four years. There are six additional members appointed to the Committee: a representative of the Roman Catholic Church, a representative of the Islamic Community, two representatives from among the ranks of human rights protection associations and two representatives from among the ranks of interest groups dealing with women's and youth issues. The Committee has two sub-committees: Human Rights Sub-Committee and National Minority Rights Sub-Committee. The sub-committees are independent in their work. The decisions they make are forwarded to the Committee, which discusses them regularly, as they form the basis for further deliberation on matters within its mandate. |
Working methods |
The Committee selects items (a) based on the agenda of the Croatian Parliament, and (b) relating to problems and topics deemed relevant. Representatives of the government and the corresponding government ministries always participate in the Committee's work. |
Relations with other parliamentary bodies |
If necessary, the Committee holds joint sessions with other working bodies when it deems that the debate on a given issue will be of a higher quality and more comprehensive if conducted in this manner. |
Relations with external bodies |
A representative of the government is regularly included in the Committee's work. This also applies to a representative of the Office of Human Rights, the Office of National Minority Rights and the Ombudspersons. |
