Mandate The Sub-Committee monitors the implementation of domestic legal instruments which govern human rights and the implementation of ratified international human rights instruments; it considers matters in which citizens warn of incidents of violations of human rights and indicates to the Committee the emergence of human rights violations and the need to implement measures to be taken by the competent authorities.
Membership The Sub-Committee has nine members, who are appointed by the Human and National Minority Rights Committee (pursuant to Article 5 of the Standing Orders of this Committee) as follows: five members from among the ranks of Committee members, and four external members from among the ranks of human rights protection association and from among the ranks of public officials, scholars and professionals dealing with human rights issues.
Working methods The Sub-Committee was established to facilitate the prior consideration of matters relevant to the exercise of human rights, and to propose measures and submit reports to the Human and National Minority Rights Committee. The Sub-Committee Chair, in agreement with the Committee Chair, proposes the topics to be discussed by the Human Rights Sub-committee. The Committee co-operates with governmental and non-governmental organisations which operate in the field of human rights protection.
Relations with other parliamentary bodies The Human Rights Sub-Committee operates exclusively within the framework of the Human and National Minority Rights Committee and is duty-bound to consider those matters requested by the Committee. It reports to the Committee and may not operate independently; it has not independent rights or obligations.
Relations with external bodies The Human Rights Sub-Committee may not operate independently, but it may invite representatives of the Government, public administration or the Ombudsman to attend its sessions.
Subjects dealt with Exercise of the rights of the Roma population, trafficking in human beings, AIDS, Civilian Service, etc.
