Mandate The Committee considers compliance of bills with relevant human rights standards; discusses issues assigned to it by the Chamber of Deputies and issues the Committee resolves to discuss; it is responsible for its activities to the Chamber of Deputies.
Membership The Committee consists of 17 members who are elected by the Chamber of Deputies for one legislative term, i.e. four years (the last election of Committee members took place on 16 July 2002).
Working methods Committee meetings are summoned and directed by the Committee Chairperson or a Deputy-Chairperson authorised by the Chairperson. The Chairperson proposes the agenda of the meeting, the time period and the manner in which individual points of the agenda are to be discussed. The Committee members may propose additions and changes to the agenda of a meeting. The Committee discusses bills assigned to it by the Chamber of Deputies and individual motions it resolves to discuss. Committee meetings are public unless the Committee resolves that a meeting or a part thereof shall be private. The Committee has the power to organise hearings and to summon government officials. The Committee adopts resolutions on its discussions. Depending on the nature of an issue, the Committee submits resolutions to the Chamber of Deputies or to the appropriate member of government or to the head of another central administrative agency. Decisions are public; they mainly have a recommendatory or advisory character. The Committee has a quorum if at least one-third of its members are present. Unless legislation stipulates otherwise, the agreement of a simple majority of the attending members shall be required for a resolution to be valid.
Relations with other parliamentary bodies Depending on the nature of an issue, the Committee shares information and cooperates with other parliamentary bodies.
Relations with external bodies Government: The Committee has the right to summon government officials and ask for information. Members of the government have a duty to attend in person a meeting of the Committee if it so requests and to provide the information and explanations demanded unless they are prevented from doing so by legislation on confidentiality or a ban on making some information public. The Committee submits resolutions to members of government. Members of the government to whom a resolution is sent have a duty to deliver to the Committee information and explanations which the resolution asks for, unless they are prevented from doing so by legislation on confidentiality or ban on making some information public. The response is to be delivered within 30 days unless the Committee sets a longer period. The Committee is committed to discuss government annual reports on the human rights situation in the Czech Republic. It cooperates and shares information with the Government Council for Human Rights. Ombudsman: According to the Law, the Ombudsman shall submit an annual written report to Parliament by 31 March each year on his/her activities; this report is a parliamentary publication. The Ombudsman shall also provide Parliament with information on his/her activities on a three-monthly basis at least. The Parliament debates the quarterly reports and information presented by the Ombudsman. The parliamentary body entrusted with the discussion of the reports is the Committee. The Committee thus exercises oversight of the activities of the Ombudsman. The latter is authorised to participate in the Committee meetings, should matters falling within the sphere of his/her competence be discussed, even if the meeting or part thereof has been declared closed to the public. If he/she requests the right to speak, this will be granted. NGOs: The Committee is interested in cooperation and information-sharing with NGOs.
Subjects dealt with The Committee mainly deals with the following issues: human rights; complaints received from citizens; nationalities and minorities; discrimination; domestic violence; women's rights; children's rights; the prison service; gender equality; and petitions.
