Mandate The Committee on Education, Science, Culture, Human Rights and Petitions is competent in relation to the examination of individual complaints; advice to government programmes; preparation of legislative proposals; the dissemination of information; supervision of compliance with relevant national and international standards; and discussion of the human rights situations at home and abroad.
Membership The Committee has nine members, nominated by caucuses, and confirmed by the plenary for two years.
Working methods Proceedings are public. Each Committee member may propose agenda items and suggestions from the public are also taken into account. Public hearings are an important form of debate.
Relations with other parliamentary bodies The Committee cooperates, depending on the particular problem, with all parliamentary bodies. It does not have the right to summon government officials (parliamentary inquiry) but is entitled to invite anyone to help to solve a problem. Such invitations are not generally rejected.
Relations with external bodies The Committee cooperates with the Government, the Ombudsman, the National Human Rights Commissioner and with NGOs.
Subjects dealt with Recently, the Committee has dealt with children's rights, trafficking in children, child prostitution and pornography, problems in the prison service, trafficking in human beings and prostitution, and the course of judicial proceedings. The most recent issue is the decision of the Committee to organize a public hearing concerning a right of assembly and neo-Nazism. During the year 2008 the Committee discussed Concluding observations of the Human Rights Committee of UN concerning the Czech Republic and a motion of Anti-discriminatory Law.
