Constituencies 12 multi-member constituencies corresponding to Albania's 12 administrative regions (from 4 to 32 seats)
Voting system Proportional: All the 140 members of the Parliament are elected through a proportional representation system within constituencies corresponding to the 12 administrative regions.
Seats are firstly allocated to electoral coalitions in a regional constituency using D'Hondt divisors (1, 2, 3, 4, 5, et seq.), and secondly to political parties within a coalition using Sainte-Laguë divisors (1, 3, 5, 7, 9, et seq.).
The threshold to win parliamentary representation is 3 percent for political parties and 5 per cent for pre-election coalitions.
Vacancies arising between general elections are filled by candidates on the electoral list who are from the same party and are the same gender as the departing member. The process of filling vacancies does not take account of the replacement candidate's ranking in the electoral list. The process continues until there are no more candidates of the same gender on the list.
Voting is not compulsory.

BACKGROUND

Timing and scope of renewal Prime Minister Edi Rama’s Socialist Party of Albania (PS) won an outright majority in the 140-member Parliament. The opposition Democratic Party (PD) led by former Foreign Minister Lulzim Basha came in second. A record 39 women were elected, the highest number since 1992. During the election campaign, the major parties focused on the economy, tax reform and measures to tackle corruption and drug trafficking. Both the PS and the PD pledged to work toward eventually joining the European Union (EU).

The 2017 elections were initially scheduled for 18 June but were postponed by one week, following an agreement between the PS and PD on 18 May to allow senior opposition officials to monitor the election process. The PD had boycotted Parliament since February 2017 in support of their call for the creation of a technocratic government to oversee the organization of free and fair elections.

The 2017 polls followed indirect presidential elections by Parliament in April 2017 in which the Speaker of the outgoing legislature, Mr. Ilir Meta of the Socialist Movement for Integration (LSI), was elected the country's new President. On 24 July, the outgoing Parliament swore in Mr. Meta as the new President.
