Constituencies 10 multi-member constituencies corresponding to the country's 10 regions (7 seats each)
Voting system Mixed: Senators are elected by an electoral college composed of regional and municipal councillors.

Each political party submits a complete list of seven candidates chosen from among its members. Both a titular and a substitute member are foreseen for each seat.

Any list that obtains an absolute majority of votes cast is declared elected and wins all seven seats. If no list obtains an absolute majority of votes cast, the seat is given to the list with a relative majority of four seats. In cases of a tie between the lists with the highest number of votes, these four seats are distributed equally among the lists. Where necessary, the additional seat is given to the list whose candidates have the highest average age. The three other seats are distributed among all the lists, including those having obtained a relative majority under the proportional representation system according to the largest remainder method. Any list having failed to win at least 5% of the votes cast will not be given a seat. Seats are awarded to candidates according to the order in which they appear on each list.

In the case of the death of a titular or substitute member, by-elections are held for the region concerned in accordance with relevant legal provisions governing the conditions of electing members to the National Assembly. However, if there is only one vacant seat to be filled, a one-round election for a single candidate will be held by majority vote.

- Disqualifications: Persons who have been convicted of a crime or sentenced to prison, undischarged bankruptcy, national security crimes, persons declared to be of unsound mind

Incompatibilities - members of the National Assembly
- Members of the Government or the Social and Economic Council
- Chairman of a public or semi-public establishment
