Vacancies arising between each renewal are filled by persons nominated by the Prime Minister and /or through by-elections.
Voting is not compulsory.

Voter requirements |
- age: 18 years (for the six representatives of the National University of Ireland and the University of Dublin)
- Irish or British citizenship
- recipient of a degree from the National University of Ireland (for the seats reserved for that University)
- recipient of either a degree (other than an honorary degree) or a foundation scholarship from the University or, if a woman, obtention of a non-foundation scholarship (for the three representatives of the University of Dublin)
- for the 43 other Senators chosen from panels, membership of the new Dáil, the outgoing Senate or council of a county or county borough.

Candidacy requirements |
- nomination by 10 registered electors of the University concerned, if they are standing for a University seat;
- nomination by either four members of Parliament or a registered nominating body, if they are standing as panel members.
