Note:
The 2015 elections to the House of Councillors were the first to be held under the new Constitution adopted in July 2011. Article 63 of the Constitution stipulates that the House of Councillors shall comprise a minimum of 90 and a maximum of 120 members, all indirectly elected for a six-year term. One-third of the membership is renewed every two years.

The previous House of Councillors comprised 270 members, all indirectly elected for a nine-year term. One-third of the membership was renewed every three years. Three fifths of the House was made up of members elected from each region by an electoral college composed of local government representatives. A further one fifth was made up of members elected in each region by electoral colleges composed of elected officials from the professional chambers (agriculture; commerce, industry and services; the craft industry; and marine fisheries). The remaining one fifth was composed of members elected at the national level by an electoral college composed of employees' representatives (trade unions).
