Purpose of elections The "Alliance for a European Albania" (ASHE), a 37-party opposition coalition, won the elections taking 82 seats in the 140-member Parliament against 57 for Prime Minister Sali Berisha's "Alliance for Employment, Prosperity and Integration (APMI)". The APMI comprised 25 parties and was led by the Prime Minister's Democratic Party of the Albanians (PD). The ASHE was led by Mr. Edi Rama, former Mayor of the capital Tirana, and included his Socialist Party of Albania (PSS) and the Socialist Movement for Integration (LSI), which supported Mr. Berisha's government until April 2013.

The ASHE and the APMI, both pro-European, ran on the similar platform, promising job creation, economic development and tax reform. Prime Minister Berisha - who had served as the first post-communist president from 1992 to 1997 – was seeking a third consecutive term as Prime Minister. Following the elections, he conceded defeat and stepped down as PD leader.

On 31 July, Mr. Rama announced a Cabinet comprising members of the PSS and the LSI. On 8 August, President Bujar Nishani (PD) issued a decree convening the newly elected Parliament on 9 September.
