Mandate The Committee's field of competence with regard to the status of women and gender equality encompasses legislation on women's rights, family and children and the realisation and protection of these rights and interests, and on the protection of the health rights of citizens and their guarantees of these rights. In addition, the Committee pays attention to the health of mothers and their babies, studies the experiences of parliaments in other countries, participates in international sessions, submits proposals on the above-mentioned themes to the Council of the Majlisi Namoyandagon, and organizes and takes part in parliamentary hearings, conferences, sessions, round tables and workshops.
Membership The Constitutional Law of the Republic of Tajikistan determines the formation of committees in the lower chamber. Members of the House of Representatives can sit on only one committee and they have to give their consent when committees are established.The election of committee members and their Chairs is based on a majority vote of all members of the lower house.<br>The Committee has five members, who are elected by the Majlisi Namoyandagon for a five-year term. The Chair of the House of Representatives proposes the election of the Chair. The Deputy Chair and Secretary of the Committee are elected on the proposal of the Committee Chair.<p>Composition by sex: 4 men (80%), 1 woman (20%)
Working methods The Committee drafts legislation and outlines implementation controls, and seeks to learn from the experiences of other international parliaments about gender equality. The Committee holds sessions and debates freely. A majority of its members approves its decisions. Those who may be invited to participate in Committee sessions include members of the media, the State Advisor to the President of the Republic of Tajikistan, presidential representatives in the Majlisi Namoyandagon, experts, and representatives of state bodies and social associations, and of other pertinent entities.<br>If the Committee finds it necessary to obtain outside opinions or clarifications on bills or other matters, it may organize parliamentary hearings, conferences, meetings, round tables or workshops. It can also set up working groups, consisting of members of the Committee, other members of parliament, and officials of state and social associations and institutions.
Relations with other parliamentary bodies The Committee cooperates closely with other parliamentary committees. Parliamentarians who are not members of any committee may take part in the meetings of the Committee.
Relations with external bodies The Committee maintains close contact with local and international non-governmental organizations (NGOs), holding round tables on issues concerning the normative/legal base in different areas of policy and society.
Subjects dealt with The most topical issue in the current year is the change in the health-care system to a paying service. NGOs have also highlighted their wish to see changes brought to the law on gender equality, and the development of the bill on domestic violence.
