Mandate |
The Committee deals with and discusses bills, proposals and by-laws related to industry, energy, mining, liquid fuels, national and international trade and technology.
The Committee has no specific mandate relating to WTO. It discusses the texts of multilateral, regional and bilateral trade agreements as a secondary committee, the lead committee in the case of all such agreements being the Foreign Affairs Committee.
In the Turkish legislative system, the committees play no part in the preparation of bills, budgets or proposals.
|
Membership |
The Committee has 24 members, selected from each parliamentary group in proportion to its representativity in the chamber.
The members are elected twice during each legislature. Those elected for the first period have a two-year term of office; those elected for the second period have a three-year term of office.
|
Working methods |
The Committee examines bills, proposals and by-laws related to industry, energy, mining, liquid fuels, national and international trade and technology.
As a rule, Committee proceedings are not open to the public. Article 31 of the Standing Orders specifies who can take part in the proceedings, and this includes government officials. The Committee can also summon non-governmental organizations and specialists on the subject under discussion.
The Committee does not issue any public reports or other documents.
|
Relations with other parliamentary bodies |
The Committee is a specialized main committee. It may establish subcommittees.
If the Committee considers that a specific bill or proposal is a matter of concern for another committee, it can have the bill or proposal in question sent to the relevant committee and returned to it after consideration by that committee.
|
Relations with external bodies |
The prime minister and government ministers are entitled to participate in Committee meetings. If the prime minister or a government minister considers it necessary to do so, they can ask a senior public official to act as their agent.
In Turkey, every parliamentary committee can correspond with ministers and ask the ministries to provide the information they need to carry out their duties.
|
