- The notion is enshrined in Articles 26 and 27 of the Constitution.
- Parliamentary non-accountability on grounds of: opinions expressed in the Chamber in the exercise of mandate, action taken and proposals issued therein.
- Members of the Chamber cannot be prosecuted or arrested for crimes or offences so long as the Chamber has not lifted their immunity.
- Lifting of immunity is decided in plenary sitting. |

- Competent authority to judge such cases and apply sanctions: President of the Chamber of Councillors, plenary assembly. |
