Mandate According to the Georgian Constitution, committees are created in Parliament for the term of its authority, for examining legislative issues at a preliminary stage, for facilitating the decision-making process, for creating bodies responsible to it and for overseeing government activities. Within its competencies, a committee: a) Works out, considers and prepares for the plenary sitting of Parliament the drafts of laws, Parliamentary decrees and other decisions; b) Participates in the discussions-elaborations of the draft laws submitted to Parliament, prepares its conclusions and submits to the relevant body of Parliament and specific authors of suggestions a paper showing how the suggestions into the draft law are considered in the project; c) Considers the candidacies of the members of Government in case of giving Government a vote of confidence, also candidacies of those officials, who are elected, appointed, confirmed or consented to the appointment by Parliament, and submits its conclusions to the Bureau of Parliament; d) Considers the draft budget and elaborates the conclusion; e) Controls the adherence to the laws, Parliament's decrees and other decisions and in necessary cases submits the relevant conclusion to Parliament; f) Exercises control over the activities of state bodies accountable to Parliament as well as the activities of Government and in necessary cases submits the relevant conclusion to Parliament; g) Decides the organizational issues of its own activity; h) Uses a right to launch a legislative initiative; i) Exercises other powers as provided in these Rules of Procedure and other legislative acts.
Membership The Committee comprises 10 parliamentarians and is elected for the entire legislative period. Composition of a committee is determined proportionally to the representation of factions and the number of those MPs, who are not united in any faction. The number of committee members and the proportional representation are determined by the Committee on Procedural Issues and Rules and approved by the Bureau of Parliament; at the first plenary sitting of Parliament the Temporary Mandatory Commission determines them and Parliament confirms by its decree. Composition of a committee is determined by at least 15 MPs. Committee starts its work, when at least two-thirds of the minimum number of committee members are appointed and the Committee Chairman is elected. Committee session is authorized if the majority of its acting members are present. Only MP can be a committee member.
Working methods The Committee works by majority, The Committee meetings are held twice monthly as a rule and additional meetings as necessary. The Committee has the power to request government departments to provide any information and documents it may require, can summon government officials and organize hearing. Attendance of Committee sittings is compulsory for them. The presidium Chair of the Committee may also invite other persons to participate in the sitting, i.e. representatives of professional and social organizations, NGOs and experts. The right to take part in committee sittings is enjoyed also by those deputies who are members of other committees. They may participate in the discussion and submit motions, but cannot vote. Meetings are public unless otherwise voted by a majority of the Committee. Committee creates working groups for controlling the implementation of Parliament's and committee's decisions, for the preliminary preparation of legislative issues and other ongoing issues. Committee staff ensures the activity of the working group. Parliamentary committee may be given a right to enter a penitentiary establishment functioning on the territory of Georgia without a special permission. Official information about the committee's work is public by the press service of parliament. The members of the Committee endorse draft laws and legislative proposals, conduct parliamentary inquiries, and debate and decide on any other issues put forward by the Committee.
Relations with other parliamentary bodies Committee cooperation and interaction with other parliamentary bodies, especially with the Legal Issues Committee, Healthcare and Social Issues Committee, Committee on European Integration, for draft laws and motions. Committee makes recommendations which are discussed in a sitting of the Parliament of Georgia.
Relations with external bodies The Committee holds regular meetings with the Public Defenders (Ombudsman) Office as well as with such government ministries as the, Ministry of Justice, State Ministry for the Reintegration Issues, Minister of Refugees and Resettlement, Ministry of for Penitentiary, Probation and Legal Assistance, Ministry of Health, Labour and Social Protection, Ministry of Internal Affairs. It also invites relevant NGOs and International Organizations to attend the meetings.
Subjects dealt with Issues concerning civil integration, the protection of children's rights; gender equality, public affairs (radio, television, the press), places of imprisonment; Internally Displaced Persons, refugees and asylum seekers; language issues; matters concerning religious organizations.
